II.1.4) Kurze Beschreibung: The Waste and Circular Economy (WCE) project aims to enable public and private actors to implement circular economy practices in Rwanda"s waste sector. It is part of the Rwandan-German Climate and Development Partnership that was signed by the Environmental Ministers of Rwanda and Germany in March 2022. One of the project"s key instruments is needs-based capacity development. The support aims to enhance and increase technical and organisational capacities and skills within the structures relevant for implementing approaches of circular economy in waste management. Through its support to the Ministry of Environment (MoE) and subordinate institutions, the WCE project provides these relevant state actors with technical and process-related advice regarding the development of instruments for implementing and operationalising policies, strategies, and plans for circular waste management. A specific focus lies on the cooperation between the public and private sector, which is taken into regard through initiating and moderating dialogues between state institutions and private enterprises. Furthermore, the WCE project is supporting private enterprises to develop financially viable business models and access finance for inclusive, climate-smart waste management and a circular economy. A major enabling factor is an improved financial environment for WCE activities, including access to finance, setting up subsidized target programs, and a higher educational level of financial institutions and intermediaries for the specific needs of WCE business approaches. An improved regulatory framework, for example by enforcing common standards in waste management, would also create further markets for WCE services. The project provides training measures to develop entrepreneurial capacity and is initiating a call for ideas in selected value chains to support and identify innovative, inclusive, and climate-smart circular approaches and to develop the necessary business cases that would showcase the potentials for doing business in the WCE sector. Depending on their market maturity, selected innovative project ideas receive targeted advice and coaching to develop their ideas or support to access financial grants and technical support from a financing facility that is being developed. Finally, the WCE project aims to pilot national strategies and plans for circular waste management in a selected satellite city located in the Kigali metropolitan area. Once the satellite city has been selected, the project will address the local government departments responsible for circular waste management and advise them on the implementation of national strategies and guidelines for circular waste management at the local level. This will involve the development of an action plan based on a selected waste stream, such as organic waste. The experience gained with piloting will be fed into the national dialogue process.

II.2.4) Beschreibung der Beschaffung: The contractor will support the GIZ project on waste and circular economy across the board, focusing on the following work packages: Work package 1: Policy advice and capacity building of public institutions Government entities on different levels (national, district, municipal) have challenges implementing waste strategies and regulations, which is in part due to a lack of expertise on waste management, as well as circular economy. The contractor will offer advisory services as well as training and coaching in the following areas: - Circular waste management, including development and implementation of operational and monitoring protocols for incineration, waste treatment and disposal - Extended Producer Responsibility - still TBD for which waste streams exactly - Regulation of hazardous substances and waste - Development of action plans to implement national regulation and legislation in selected satellite cities (Muhanga, Rwamagana and Nyamata) Work package 2: Capacity building of financial intermediaries Companies in waste management, as well as those looking at making their operations, value and / or supply chain more circular, struggle to get the financial resources they need. This component aims at building capacity within commercial banks, micro-credit institutions and Rwandan government finance facilities on matters of waste management and circularity. While there are many tailor-made financial solutions for "green financing", waste management and circular economy are often excluded from these. The contractor will work on improving understanding of these topics with financial intermediaries, as well as mapping out what it needs to tailor finance products for the waste management sector and circularity: - Workshop curricula on financing of waste management and circularity within value and supply chains for commercial banks and micro-credit institutions - Coaching of staff at the National Fund for Environment - FONERWA and at the Development Bank of Rwanda - BRD in tailoring their existing finance products towards businesses in waste management, as well as to companies wishing to improve the circularity of their operations, supply and/or value chains Work package 3: Studies to support the implementation of the Rwandan Integrated Solid Waste Management Strategy (ISWMS) The ISWMS is the main policy document on solid waste management in Rwanda and its implementation is of paramount importance. Several supporting studies will be conducted by the contractor on the following topics: - Composting on household level, both in urban and rural environments - Full cost accounting of municipal SWM service provisions - Full cost recovery of municipal SWM service provisions - Incentives for private sector led participation in SWM and circularity Work package 4: Circular capacity building of private companies Companies in Rwanda are interested in making their businesses more circular but have little access to expertise on how to take the first steps in this process. The contractor will support business trainings and coaching on circularity in different sectors, including - but not limited to: - Agriculture (e.g., banana, coffee, tea, horticulture, sweet potato, cassava, Irish potato) - Industry (e.g., FMCG, F&B, construction material production, construction, textile) - Mining (e.g., tungsten, casserite, tantalum) Training and coaching will emphasize on implementing low-cost changes to business operations and processes. Specific support will be offered to association of waste operators, to improve its capacity in forwarding waste management sector-wide interests among policy and decision makers. Work package 5: Support to the satellite cities To ease the pressure on Kigali, the Rwanda government has designated three cities in neighbouring provinces as official satellite cities: Bugesera and Rwamagana in the Eastern Province, as well as Muhanga in the Southern Province. At the time of writing, it is yet to be decided on which city the project will focus. The contractor will support with the following: - Establishment of a data reporting system for the waste sector to feed in the national WatSan MIS and Environment and Natural Resources (ENR) Results Based Monitoring & Evaluation (RBME) system. - Implementing recommendations from full cost accounting and recovery studies at the city level - Capacity building for satellite cities and City of Kigali officials
