II.2.4) Beschreibung der Beschaffung: Peru is one of the most affected countries by climate change in the world. In addition to the "El Niño" phenomenon -which occurs periodically- an exacerbation of extreme weather events is expected in the region. Water resources are unevenly distributed between the Pacific coastal region, where most of the population lives and three-quarters of economic production is generated, and the Amazonian region, where one third of the population lives and 98% of the total water resources is available. The Mantaro River basin (34,400 km2) is located near the capital, Lima. The 1.4 million inhabitants of the basin generate around 5% of the Gross domestic product of Peru. The water resources of the watershed and its agricultural production are important for supplying drinking water (49%) and food (44%) to the Lima metropolitan area. About 35% of the national electricity demand is covered by hydroelectric plants located in the Mantaro River basin. In addition, there are several large and many small mining operations in the watershed that need water and represent a risk of water pollution. The water demands of the users" groups in the Mantaro river basin seasonally exceed the limited supply of available water resources. Agricultural water users experience increasingly frequent problems with water quality and availability, sometimes leading to users" conflicts and harm to vulnerable social groups who depend on access to water for their economic survival. The central problem is that the technical and institutional capacities of government institutions to steer and implement an integrated management of water resources adapted to climate change in the Mantaro river basin are insufficient. GIZ will implement the 5 million EUR technical cooperation project "Multisectoral management of water resources in the Mantaro river basin (ProGIRH)" in Peru, between July 2021 and June 2024 (36 months). The aim of the project is to improve the integrated and climate-sensitive water resource management (IWRM) in the Mantaro River basin. ProGIRH will be part of a portfolio of GIZ projects on the topic of natural resource management, biodiversity conservation and climate protection and adaptation to climate change. The project focuses on strengthening the National Water Authority (ANA), responsible for the management of water resources at the national and regional level, and its main subordinate regional bodies at the Mantaro River basin level, the Water Administrative Authority (AAA) and the Regulatory Council of Water Resources (CRHC). The overall aim is that the climate-sensitive management of the water resources is reinforced in the institutional structures provided for it (ANA, AAA and CRHC) and improved the access of the different water users" groups of the basin. The project outputs are as follows: 1. The information services for IWRM in the Mantaro river basin are improved. 2. The stakeholder competencies to analyse data and information for IWRM in the Mantaro river basin are strengthened. 3. The intersectoral mechanisms for solving water resources management problems by stakeholders in the Mantaro river basin are strengthened. 4. The institutional capacities of ANA to carry out the technical reviews of the environmental impact assessment, which are aimed at the protection of water resources, are enhanced. 5. The exchange of good IWRM practices between the Mantaro and other national hydrographic basins are strengthened. This ToR intends to engage the services of a contractor to provide significant support in the implementation of the operational activities in the outputs 1, 2, 3 and 5. Output 4 will be implemented directly by GIZ and is not included in the scope of the ToR.
